Translation field overlap

Please have a look at this:

I could be wrong. But, it seems to me that the reason for the overlap between the two fields is that the translation of "Add Note" is much longer in the other language.

How can we deal with cases like this?
Can I ask the translators to come up with a shorter alternative for Add Note in their language?
What if such an alternative is not available in a language?
How can I fix this?
