Aggregate capacity use wrongly accounted for

Describe the bug
The cluster capacity use for the cluster is 55% but in the Cluster Dashboard appears the 75%. Here the aggregate capacity for the cluster:

This mentioned issue for cluster and aggregate dashboard have already been resolved in this PR: #548 and the fix would be available in latest release.

thanks for reporting @faguayot - as @Hardikl mentioned we fixed this for 7-mode and cDOT first week of Oct. if you want to try out the changes before the release, you can grab the new dashboards from grafana/dashboards/harvest_dashboard_aggregate.json and try them out.
