Update to FMS 2024.01 release tag #36

The new 2024.01 FMS tag has been released. We are going to test it with the associated coupler and ice_param in the current regional workflow.

We have updated FMS, coupler, nad ice_param. However, in order to use the new sub-regional output, we will need libyaml as well as a temporal fix from MOM6. Once this PR merged, we can start bringing libyaml, updating input.nml as well as the new diag_table.yaml.

I have updated FMs and coupler to 2024.01.01 tag. Also the new fix for using sponge with FMS2 in MOM6 is merged. Close this issue.
