What new functionality do you need?

Ability to run offline UPP for WAFS product generation.
Include the tasks in the rocoto suite.

What are the requirements for the new functionality?

Should be able to run offline UPP with WAFS parameters and generate acceptable output.
Output will be verified by the UPP and WAFS code-managers.

Acceptance Criteria

Generate master grib2 files for WAFS product generation.

WAFS will be in its own system with UPP running in there.
