Description
In order for the forecast model to run, several static files are required. These include orography, aerosols, various climatology files, etc.,

Requirements
Builds a GFS application directory tree and links the necessary files for the respective application.

Acceptance Criteria (Definition of Done)
Directory tree is built and files are copied/linked.
