Currently HAFS system assimilate aircraft data type *30, *31, *33. (reference: https://www.emc.ncep.noaa.gov/mmb/data_processing/prepbufr.doc/table_5.htm)
This issue will record the process of:

creating yaml file to convert observation from prepbufr file into IODA nc file
establishing the observation operator, QC methods, observation error inflation in yaml file for assimilation.

Test on airTemperature otype 130. One ob passed QC in both GSI and JEDI
