kalg is uninitialized

When CESM's ice-shortwave was brought into EMC-CICE5, it included a parameter for kalg which is used in CESM but not at EMC. The associated initialization for kalg was not performed because this parameter existed no where else in EMC-CICE5. Since kalg is only used w/in this imported routine, it needs to be initialized to zero in ice_shortwave.
