Determine needed transport capacity for all remote mines around a room, and send haulers to whichever source needs it ob every Iteration.

This is implemented and currently available by setting newRemoteMiningRoomFilter to return true for remote mining rooms where you want it enabled. It will replace the old hauler logic once relaying is implemented and the whole complex is deemed stable.
