Add SD support for noaacloud

DESCRIPTION OF CHANGES:

These updates allow the SD WE2E (smoke_dust_grid_RRFS_CONUS_3km_suite_HRRR_gf) test to run on NOAA Cloud. Built and ran the fundamental suite with SD WE2E on GCP. All tests pass.
