[Issue] Small Craft do not have Drone Carrier Contol System available as equipment

Brief Description *

Tactical Operations pages 305&407 says that a Drone Carrier Control System should be available to Small Craft, and a review of errata since then reveals no changes.

3. Steps to Reproduce

In MML 0.50.02:

1. Choose Small Craft/Dropship
2. Choose Small Craft
3. Choose experimental tech settings
4. Go to Equipment tab
5. Click on "other"
