This jll should only be loadable in Julia 1.8 to avoid compatability issues with libcurl.

Apparently the compat bound on libcurl us overly restrictive : JuliaPackaging/Yggdrasil#4511 (comment)

I will see if it is possible to make a jll for all Julia versions since 1.6 and later.
