Scroll and Dropdown features not responsive

   Admin -----> Analyzer Test Name ---> add button
   Admin -----> Provider Management ---> add button

2. The scroll dreop-down features are not working as intended

Hi @Bahati308 , I have fixed the dropdown of Provider Management with this commit as well as the second dropdown of Analyzer Test Management is also working fine now. But the first dropdown of Analyzer is empty and to fix it I need to resolve an api call but it is available in /api/OpenELIS-Global which is not present in the codebase.
