Add annotations to changes plots

Feature idea.

It would be nice to be able to annotate changes plots to add comments explaining a change (e.g. a version bump) as well as to be able to mark significant points in time (e.g. new product releases).

Describe the solution you'd like

Clicking at a point on the graph and adding a vertical line with a text field describing what happened at that point. Ideally it should support a "title" field in which we could add some short text that would be shown in the plot without the need to click on the vertical line (or whetever mark will be used)
