Feathers faucet service check its own balance

Feathers faucet service doesn't check its own balance before sending the faucet. That causes service termination.
In this situation, feathers should check its balance first and send a sentry message if it lacks enough ETH.
Feathers should keep a minimum balance for itself like (0.5 ETH) to pay gas for normalization. It should not pay the faucet when it's balance is less than that minimum.
