Connecting with USBA to USBC, scrcpy executed successfully and displayed a blank (all black) from app display to the bottom. Status bar remained visible. Is this resolved by reconfiguring the Display Over feature in Android 14?

Apps which set the "secure flag" to avoid being captured appear black since Android 12 (#36 #2129).

Running scrcpy as administrator will make no difference. The Android OS is preventing screencasting, not your PC. The app is using a security feature of Android itself that prevents screen capture, called FLAG_SECURE.

Please break your habit of running programs as administrator if they don't work for some indeterminate reason, as it is highly unsafe. Only run programs as administrator if the program requires it and you understand why it requires it (e.g. modifying protected system files).
