Prevent content developer from creating nested parent child relationships

we need to include an update on the CMS to prevent content editors from implementing parent -> child -> parent -> child criteria fields

v1 app will only support one level of parent -> child relationship

This is acting strange on Main. For existing life event forms, I cannot add criteria on the first level of existing or new parent/child relationships.

A created a new "test" form and was able to create parent/child/parent/child, and save as draft. Not sure if it's a bug or if it's because it's not published.
