specified separately from URL patterns in api.toml
always passed in the form param/:value
can be passed in any combo/order
rationale: more towards RPC, but keeping the request params in the url makes debugging easier and enables links
easy impl: generate exponentially many routes with the same handler
harder impl: use * in the router to capture all optional params, parse manually
