Update GLC2OCN_LIQ_RMAPNAME (and ICE) to new scaled mapping files

This updates GLC2OCN_LIQ_RMAPNAME and GLC2OCN_ICE_RMAPNAME mapping files
to use nearest neighbor with runoff area rescaling.  The old mapping
files did not have the area-scaling applied.  This needs to be updated
for other meshes using these mappers once the updated mapping files are
generated.
