DNF needs to be provided an epoch when being used through DNF (not so via command line) - if it is not, if will fail to upgrade e.g. 7.33.0-1 (installed) to 7.34.0-1 because it thinks the 7.34.0-1 to be installed has epoch 0, while the installed version has epoch 1.
I tested this in CentOS 6 and 7 and Rocky 8.
