ISIS version(s) affected: 3.8.1

Description

In qmos there is no grid line at longitude 360. Modifying the grid increment and letting it redraw does not help. Positive East longitude gridding is complete at all longitudes.

This is related to #2696.

How to reproduce
Test data under /work/users/lweller/Isis3Tests/Qmos/LonDirection/

Open qmos and load 2 supplied images from test directory
use quick map to select Enc_MeanR_PosEast360_100m_NP.map - footprints reproject
