Migrate Dapr from dotnet/Aspire

As has been discussed in the parent issue, the plan is to migrate the Aspire.Hosting.Dapr package from the https://github.com/dotnet/aspire repo to the Community Toolkit and have us take over the ownership of it. The PR will contain no additional functionality to the Dapr integration.

Here's the tasks that need to be undertaken:

1. Copy the code from the Aspire repo into the Community Toolkit. We'll focus primarily on the Aspire.Hosting.Dapr package and its tests - not examples.
2. Update the namespaces and projects to have CommunityToolkit prefix (where applicable).
3. Create an example that fits the model from our contributor guide.
4. Extend the testing to meet our expected test coverage.
5. Configure CODEOWNERS - I believe this will be @FullStackChef and @WhitWaldo, maybe @philliphoff (more so from a historical context on the initial implementation).
