Tab fields, time entry

When creating a new time block, focus is correctly on the start time block. If you hit tab, it correctly moves to the end time block. Subsequent tabs do move to the next elements, however if you continue tabbing you never make it back to the Start or end time block. It is as if these elements are "not in the loop".

A side effect of this problem is if a user creates a new time block, and instead of entering a "start time" they instead switch to a different earn code (i.e. Home_REG) then if they hit tab they never can tab to the start time block.
