Fulfullment Location service accepts 'Cache-Control' header that can be leveraged for this use case.

I am generally all for "smarter" clients that would abstract it, so that the client library would guide the user to "do the right thing"

The client should also take care for X-Cache-Id header to avoid cache in CloudFront.
