기능 설명

공지 목록, 알림 보관함 화면 등에서 인터넷이 연결되지 않았거나 통신 오류로 인해 데이를 불러오지 못한 경우, 다시 데이터를 불러오기 위해서는 앱을 재시작하거나 이전 화면으로 돌아갔다가 다시 화면에 진입해야 합니다.

따라서 스와이프 기능을 구현하여 데이터를 새로 불러오는 기능을 구현합니다.
