This information is potentially needed for adding citation information to scales and will not be required for all instruments in Discovery.

Title, Creator, Publisher, Contributer, PublicationDate, ID (ISBN, ISSN, DOI), Copyright.

New tables will be needed for this additional content.

The best place for this content may be within the Instrument EDIT action?

@spuddybike will the citation be a child of <d:Instrument> in the XML?
