Can we remove tabs which do not do anything?

Dara suggested that we should not hide tabs which are valid but have no content, but instead indicate that in this case it does not contain anything valid.

Will need to investigate whether there are genuine tabs which will never have content e.g. http://discovery.closer.ac.uk/item/uk.alspac/07338d54-423c-4f2c-8589-6053d91031f8
