This change to the input data file for inter-area DC lines ensures that the flow of power over the DC lines connecting the two regions is a variable, not a setpoint.
Before example: 500 <= PF <= 500 (resulting in 500 always)
After example: -500 <= PF <= 500
This has been tested with the intra-Western DC lines (using the files in Explorations/DanielO/bidirectional_dc_lines) via the analogous line in REISE:
