Scroll Bar is Difficult to See

Current behavior

I'm using material as Editor Theme, neo as Markdown Code Block Theme. The monitor is 27" 2K, it seems that the scroll bar is very difficult to see or locate (too thin and too light), shown as the following image:

Both happens in Boost Note.Next and Boost Note.Next.Local

Expected behavior

Shows better. Better color / better size.

Environment

• Boost Note.next version: 0.21.1
• OS version and name: Windows 10 64 bit

just confirming that it's barely visible anyways in white theme.

sorry for a long wait, I added some general scrollbar color, see #68 for how it looks like.

we can further customize it per theme, but for now, I think this general color should be fine for all.
