[Feature]: support to selectively drop or selectively send traces

The Feature

it would be nice to have a feature to send or block traces based on customer
eg. we have a header identifying customers, some customers dont want to keep their prompts and responses, it will be a nice feature in litellm to block/ send traces based on some header

these options can be helpful:

1. block all but send only selective traces OR
2. send all but block selective traces

not all customers want to store their prompts and responses
