If .e.g a tenant scope has been selected, we should not show any resource types that are invalid at this scope:

target = 'tenant'

// should show a warning because the type can't be deployed at tenant scope
resource myVm 'Microsoft.Compute/virtualMachines@2020-06-01' = {
    ...
}
