Feature: Add support for SQL short term retention

The Azure SQL DB resource already supports long term retention configuration but doesn't support short term retention - see the short term retention policy REST API documentation.

We should add this support and possibly clarify the structure of the SQL DB resource some so that it's clear when you're setting one vs the other vs both.
