To improve supportability of #37567, update the Azure Identity library's troubleshooting guide to include a section on MSA passthrough. Example for Python: https://github.com/Azure/azure-sdk-for-python/blob/main/sdk/identity/azure-identity/TROUBLESHOOTING.md#troubleshoot-wammsa-login-issues

If applicable, link to this proposed section from any related exceptions.
