Improve trigger documentation around Consumption plan scaling

Right now we have this note on https://learn.microsoft.com/en-us/azure/azure-functions/functions-bindings-azure-sql-trigger?tabs=isolated-process%2Cportal&pivots=programming-language-csharp

But this doesn't accurately describe that if scaling is enabled for Consumption Plan apps that it's possible that the function is scaled to 0 instances, and then since we don't fully support scaling activation it will never restart again.
