Java will move to TCGC operation samples (let TCGC load the JSON, instead of loading it in our code).

• PR tsp, migrate tcgc getHttpOperationExamples #2882

The fine part (parameter/property etc.) will not be TCGC. This is in Java code, and lots of specific logic there (e.g. MGMT has a different client and interfaces that is totally different from DPG -- TCGC won't help).
