Publisher should try first to select the endpoint matching the configured url in Connection model.

The publisher currently picks the first endpoint from the candidate list ordered by security level. We should try to pick only tue ones matching the specified endpoint urlband then fall back to the first.

What we might want to also do is provide a flag to disable the fallback. Or alternative to provide a discovery url and if provided, never fall back.
