Add tests that demonstrates which Noir Nargo and NoirJS version(s) are compatible with the Barretenberg bb and bb.js on master.

Useful for downstream developers' usage and installation DevEx improvements, particularly upon Barretenberg releases are cut.

@TomAFrench I vaguely remember we have some form of these tests in noir-lang; maybe it's more a matter of migration than creating new tests?
