Theme Showcase updates

A body of work to improve the Design Picker and Theme Showcase.

This task was previously used to make improvements to the Design Picker AND the Theme Showcase. The updates have been made to the Design Picker and the remaining ones are for the Theme Showcase.

The team has worked on the Theme Showcase for a long time, has experience and domain knowledge — especially about tech debt traps and the Theme Tiers infra.

@autumnfjeld @fditrapani is everything on track with design picker in onboarding? I'm not sure if all the work and issues are being tracked here with sub-issues.

@ianstewart the work on the design picker has largely been tackled. There are two remaining clean up tasksfor this phase of work which are not reflected on this issue but still being tracked:

• Adjust Best Matching + Trending in design picker #97718

The remaining sub-issues on this issue pertain to the theme showcase. While we can make some of these changes, I think a larger conversation needs to happen for the Theme showcase and untangling Calypso. There's an issue open for it: #95651

I shared some thoughts on it but it's not clear to me if we have a team available to work on this at the moment.

Not super-urgent, only a thought: I think it'd be worth updating the issue to be just about the Theme Showcase, maybe separating out Logged-in one, vs Logged out.
