feature: Enable players to filter other (non-moderator/admin) users

Is your feature request related to a problem? Please describe.
Many players request the option to ignore a player.
For example, someone can hinder your up spaming, friendship or group button.

Describe the solution you'd like
A list of / ignore and / listen would be interesting.
/ignore PLAYER
Saves the player's name in an internal DB list, where the player will not be able to interact with the player.
/listen PLAYER
hear the player again.

Additional context
It does not need to have an interface, but only an internal database with which the player has ignored.
