Create a k8s cluster

Context

Part of #17

We need to create a Kubernetes cluster to deploy the unnamed project to.

For simplicity sake and to reduce the scope so that the deployment fits in the proposed timeline, the cluster is to be:

• created on GCP
• deployed via the UI or console
• tied to a 2i2c billing account
• regional (I think there were some outage issues with the LIS cluster when we used to have it zonal?)
• TBD

Tasks

Preview Give feedback

1. Create a new GCP project
2. Setup a billing account
3. Deploy a new regional zonal cluster in that project
4. Get kubectl access against this cluster

Definition of Done

• there is a cluster running on GCP
• Georgiana has kubectl access to that cluster

I expect to delete and recreate this cluster a few more times until I find the right recipe when actually deploying the app. But given the current state I consider this done.
