Version: 706f78e

My initial look for a the cause is that the default SubcommandHelpTemplate does not contain:

{{if .VisiblePersistentFlags}}

GLOBAL OPTIONS:{{template "visiblePersistentFlagTemplate" .}}{{end}}

See CommandHelpTemplate where this is implemented.
