E.g.: chromium --new-window --app=https://www.google.com/search?q=può won't work,

chromium --new-window --app=https://www.google.com/search?q=test will work.

Does this work with upstream chromium? If so, I would assume that https://github.com/foutrelis/chromium-launcher is not handling unicode properly
