What's the problem this feature will solve?
Currently, only Admin level roles have access to the approval/decline panel for Org applications. Creating permissions for non-admin roles (such as support or others) to have access to this panel will facilitate the process to having organization applications approved or triaged faster.

Describe the solution you'd like
Panel buttons and functionality regarding Approval/Decline will be accessible and not grayed out.
