Service metadata

ml-javaclient-util supports a custom approach for defining metadata for a REST API service (aka resource).

See the sample file for an example of what can be added to this metadata file.

Note that HTML can be supported in the "description" element - support has existed for a long time, and the 2.13.0 release of ml-javaclient-util will have an updated copy of the sample file to demonstrate this.
