Issue Description

When running make test-e2e-local, the script fails with a 404 Not Found error while attempting to fetch kubebuilder-tools-1.31.0-linux-amd64.tar.gz from Google Cloud Storage (GCS).

I do not use this command to run the tests locally.
I have kind running locally and I execute the tests with my IDE

However, we need to update this file to use k8s 1.32
Also, we probably need to update the setup-envtest configuration

If we have the issue keep this open, we should solve anyway.

Is this issue still open @camilamacedo86 ? I am not facing it anymore. Like, I track the commits there are changes in common.sh and also k8s is update to 1.32. We can close this issue.
