Originally opened as kubernetes/kubernetes#44291

Forked from kubernetes/kubernetes#38593.

Now that we have flags to disable specific APIs (kubernetes/kubernetes#38593), we should use them to disable alpha APIs by default.

The APIs considered alpha are disabled by #42587, thus closing this issue. @nikhiljindal please correct me if this is not the case.
