In this thread: http://lists.w3.org/Archives/Public/ietf-http-wg/2014JanMar/0721.html, I suggest that we use a different ALPN string to identify HTTP/2 when it operates over plain text TCP. We should consider this.

Discussed in London; will use two identifiers, and they will identify the stack used. Editor to choose specific ids.
