heph needs a solid plugin system, use cases:

figure out the node deps from package.json npm ls, yarn list
figure out the go deps tree for compilation
- ideally would be on demande (aka can ask the plugin: hey give me the targets for github.com/my/pkg)
in all strcictness, the starlark build files parsing should also be a plugin
