Describe the bug
Some blocks contain empty blooms. The impact right now is relatively low since, as far as we could tell, only ~2% of the resulting blocks contained at least one empty bloom. On top of this, we currently skip them (#13500) in the gateway to avoid correctness bugs.

We suspect the problem may come from the merge builder, so we added a log line (#13537) so check for empty blooms at build time. Turns out this log line is printed multiple times.
