Building Editor: Inspectors disappear behind Gazebo window

When an Inspector is open, clicking somewhere in the Gazebo window sends the Inspector to the back and out of view. The Inspector should stay on top of the Gazebo window until the Inspector is closed/dismissed.

I can't actually reproduce this problem on trusty with the gazebo4 deb.

It does occur on osx though. I'll test this for osx.
