Consider configuration option to disable main search

For some use cases, the main search is pretty useless. That's whenever there are very few public/listed videos.

• Only using Tobira via direct links from somewhere else (e.g. Bern currently)
• Only using Tobira for its management features to allow students to manage their videos

Maybe adding a config for this is a good idea. To be clear, this config would only remove the search input in the header and maybe the search route. But the backend stuff would be completely unchanged to reduce the complexity of this change.
